Pacific Island States and Territories (PICTs) have long been cast as the frontline of climate change and placed within the grand architecture of global climate governance. <p><b>Marc Williams</b> is Professor of International Relations at the University of New South Wales, Australia. He is currently the Associate Dean International in the Faculty of Arts and Social Sciences. He has worked extensively on global environmental politics, the global politics of development, and Third World coalitions in global politics.<br/></p><p><b>Duncan McDuie-Ra </b>is Professor in Development Studies at the University of New South Wales, Australia. He has worked extensively on development issues in Asia with a particular focus on border regions</p><p></p>
